<br />1/91 <br /> <br />Colorado Emergency Operations Plan <br />SEOP - Part 1 (Basic Plan) <br /> <br />DODES 24 Hour Emergency <br />Telephone # 279-8855 <br /> <br />. <br /> <br />FOREWORD <br /> <br />. <br /> <br />Since 1978, the Colorado State Emergency Opera- <br />tions Plan (SEOP) has specified State emergency <br />management polley so that: <br />. poIRlcaI subdMslons of the State can better <br />determine their own preparedness roles and <br />needs as well as be Informed of the support <br />that can be expected from the State, <br /> <br />. state agencies receive guidance needed to <br />develop and maintain their preparedness to <br />execute assigned responslbilRies and tasks <br />under emergency condRions, <br /> <br />. the State Is prepared to Interact wRh the <br />Federal government in attaining a high level of <br />readiness to cope wRh major disasters. <br /> <br />More preclsa and detailed actions to be taken In <br />responding to disaster are set forth In local emer- <br />gency operations plans (LEOPs) and In state agen- <br />cy Internal plans and standard operating <br />procedures (SOPs). <br /> <br />LEOPs, agency Internal plans and SOPs should be <br />under constant revision as new problems are Iden- <br />tlfted and solutions are worked out, In like manner, <br />this SEOP has been revised and updated to reftect <br />current polley as of this date. <br /> <br />The basic provisions of the plan are set forth here <br />as "Part I." Other Parts, II - State Emergency Man- <br />gement Systems, III - State Contingency Responsa <br />Procedures, IV - National Emergency Responsa <br />Procedures, and V - Emergency Resource <br />Management Plans, treat more specifiC Issues and <br />are described more fully In the section tnled "Scope, <br />Planning Concepts and Definitions". Part I repre- <br />sents the es,sential substance and framework of <br />State policy while the other parts specify how this <br />policy Is applied In more detaO, This document as a <br />whole (all parts) Is essentially a disaster/emergency <br />preparedness, response, and recovery plan, <br />Colorado's disaster mitigation process Is covered in <br />an entirely different set of loss reduction plans. <br /> <br />. <br /> <br /> <br />.~~.. <br />ichard E.
