.

I.

INTRODUCTION

Wiley, Colorado has suffered flood damages three times since 1994. The area was
included in the federally declared disaster #DR-1186-CO. The purpose of this report is to
apply for a Hazard Mitigation Grant. Included in this report are the grant application,
attachments, environmental review, alternative development and evaluation, a description
of the proposed project, cost estimates, cost-effectiveness and technical information.

The Colorado Water Conservation Board and Prowers County, Colorado with the
assistance of Kiowa Engineering Corporation recently completed this Flood Hazard
Mitigation Study for the Town of Wiley. The Study examines four alternatives to reduce
flooding in the Town. The alternatives considered flood proofing existing structures,
construction of a bridge and channel, constructing a levee system and maintaining the
existing conditions. After evaluation, the most viable option is to construct flood control
levees. The levees will protect existing residential development from floods up to the 100-
year frequency. The levee system was the least expensive of any improvement alternative
and has a Benefit - Cost ration of over 1.4.

.

.
