PREFACE

The pU1"pOse of this :r-eport is to prel~ent infomation on the flood
hazard along the ColoradO River and Rifle, GOvernment. and Hubbard
GuZch Cl'eeks in the vicinity of RifZe. CoZol'adO. In generaZ. the study
area comprises the flood plains of these streams within the corporate
limits of Rifle. Records indicate that damaging floods have oCC!U2'red
in the study area 11 times since 1914 01' about once every 6 years.
RifZe Gap Dam, a singZe purpose i1'1'igation pl'oject on Rifle Creek com-
pleted by the U.S. Bureau of Reclamation. in. 196? provides a high
degree of incidental flood protection to the area downstream, but
flood damage from Rifle Creek and its tributaries may still ocaw:'.

Studies made for this l'epol't show that floods larger than those
of the past oould ocma' in the future in the study area. This report
contains infonnation on past floods. and maps. pl'ofites. and crross
sections that indicate the approximate extent and depth of inundation
fl'om large floods that can reasonabll./ be expected to occ!u2' in the
future. For purposes of this report, these floods have been designated
as the Intel'mediate Regional and Standrn'd Project FZoods.

This report was prepared at the request of the city of Rifle with
the indorsement of the Colorado Water Conservation Board, under the
continuing authority provided the Corps of Engineers in Section 206 of
the 1960 Flood Control Act (PUblic La.) 86-645), as amended by the 1966
and 1970 Flood Control Acts. It is intended that the report be used by
the city of Rifle. Garfield County, and other flood plain. users. in
developing and using flood plain areas in such a way that flood hazards
and future flood damages are minimized. The report provides them with
a basis for further study and plannit1{1 for optimwrr use and development
of flood prone a:r>eas through zoning and subdivision regulations, construc-
tion of flood control projects, or by a combination of these and other

,

i

i
j
4

f
