<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 <br /> <br />Purpose of Study <br /> <br />" <br /> <br />This Flood Insurance Study has been prepared to revise and update a <br />previous Flood Insurance Study/Flood Insurance Rate Map for the <br />unincorporated areas of Larimer County, Colorado. This information <br />will be used by Larimer County to update existing flood plain <br />regulations as part of the regular program of flood insurance by <br />the Federal Emergency Management Agency (FEMA). The information <br />will also be used by local and regional planners to further promote <br />sound land use and flood plain development. <br /> <br />. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take pre~edence and the State (or other <br />jurisdictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority for this Flood Insurance Study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster <br />Protection Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by Gingery Associates, Inc., for FEMA, under Contract No. H-4017. <br />This study was completed in December 1977. <br /> <br />The revised hydrologic and hydraulic analyses for Dry Creek were <br />also performed by Gingery Associates, Inc" as reported in Maior <br />Draina2ewav Plannin2. Drv Creek, Fort Collins. Larimer County, <br />Colorado (Reference 1). This work was completed in February 1985. <br /> <br />. <br /> <br />The revised hydrologic and hydraulic analyses for Big Thompson <br />River upstream of Lake Estes, Fall River, and Black Canyon Creek <br />were performed by Simons, Li & Associates, Inc., for FEMA under <br />Contract No. EKW-83-C-1167. This work was completed in April 1985. <br /> <br />1.3 <br /> <br />Coordination <br /> <br />The identification of streams requlrlng detailed study was <br />accomplished at a meeting attended by representatives of the study <br />cont~actor, FEMA, and the Larimer County Planning Department on <br />April 20, 1976. After the Big Thompson River flood of July 31, <br />1976, the study scope was increased to include the Big Thompson <br />Canyon area. <br />
