Klomp
Chairman, Board of County Commissioners
Pueblo County
215 West lOth Street
Pueblo, CO 81003

. Community: Pueblo County, Colorado
Community No.: 080147
Panels Affected: 0275 B, 0360 B, and 0380 B
E~ective.~ate of MAR 08 2000
This ReVISion:

102-I-C

Dear Mr. Klomp:

This Letter of Map Revision (LOMR) follows up on our letter dated January 4,2000, to Mr. Kim B.
Headley, Director, Department of Planning and Development, Pueblo County, concerning his request that
the Federal Emergency Management Agency (FEMA) revise the effective Flood Insurance Rate Map
(FIRM) for your community in accordance with Part 65 of the National Flood Insurance Program (NFIP)
regulations. In the January 4 letter, we stated that we were in the process of reviewing all available backup
data associated with the Special Flood Hazard Area (SFHA), the area that would be inundated by the flood
having a I-percent chance of being equaled or exceeded in any given year (base flood), along
U.S. Highway 50 from Six Mile Creek to Pueblo County High School (just west of 36th Lane) that is
designated Zone A on the effective FIRM. We further stated that we would use the best available data to
perform hydrologic and hydraulic analyses to revise the SFHA boundary delineations.

We have completed our review of the available data. Using the best available topographic data in
conjunction with a hydrologic analysis based on regional regression equations and a hydraulic analysis
based on the QUlCK-2 computer program, we determined approximate SFHA boundary delineations for
this area. We have revised the FIRM to modify the floodplain boundary delineations and zone designations
of the base flood along an unnamed tributary to Six Mile Creek (unnamed tributary) from the confluence
with Six Mile Creek to approximately 5,000 feet upstream of 36th Lane. As a result of the modifications,
the width of the SFHA for the unnamed tributary increased in some areas and decreased in other areas.
The zone designation of the SFHA from approximately 8,000 feet upstream of the confluence of the
unnamed tributary with Six Mile Creek to approximately 5,000 feet upstream of 36th Lane was changed
to Zone X (shaded), an area outside the SFHA that is subject to shallow base flooding ofless than 1.0 foot.
The modifications are shown on the enclosed annotated copies of FIRM Panel(s) 0275 B, 0360 B, and
0380 B. This LOMR hereby revises the above-referenced panel(s) of the effective FIRM dated
September 29, 1989.

The modifications will become effective 30 days after the date shown above. The map panel(s) as listed
above and as modified by this letter will be used for all flood insurance policies and renewals issued for
your community.

A review of the determination made by this LOMR and any requests to alter this determination should be
made within 30 days. Any request to alter the determination must be based on scientific or technical data.

The determination made by this LOMR was based on the best data available to FEMA. If your community
possesses data that will help us arrive at a better determination, we strongly encourage your community
to submit such data.
