<br />lL~Lat~d Reports <br /> <br />The U.S. Army Corps of Engineers, (hnaha District, completed <br />a preliminary investigation to analyze the feasibility of a <br />flood control project for Wiggins at the request of the town <br />following the 1973 flood (Reference 3), The U.S. ./\.rmy Corps of <br />Engineers concluded that a feasible project did not exist for <br />the community due to the high cost of the Burlington Northern <br />Railroad relocation. <br /> <br />The Federal Emergency Management Agency prepared a Flood <br />Insurance Study and Flood Insurance Rate Map for the Town of <br />Wiggins dated August 1978. The study 'cdentified tile 100-year <br />floodplain of Kiowa Creek and placed approximately 80 percent <br />of the communi ty in the flood ha zard ac,~a. Near 11' a 11 of the <br />community's downtown business distric:t l.ras located in an area <br />where flood depths averaged four (4) feet. The Colorado Water <br />Conservation Board (CWCB) approved and designated the report at <br />a regular meeting on January 31, 1979. <br /> <br />In 1985, the CWCB prepared a report which addressed the <br />feasibility of constructing a flood protection project along <br />Kiowa Creek so the Town of Wiggins could be removed from the <br />100-year floodplain. The report provided the base data for the <br />town's application for funding from the Colorado Department of <br />Local Affairs (DOLA). The project received initial funding in <br />1986. <br /> <br />In 1986, ARIX. Inc. began preparation of Phase I plan <br />design and project specifications. following receipt of <br />funding from DOLA and through the USE, of local sales tax <br />J:evenues, the town obtained the needed constJ:uction funds to <br />build the project. In 1987, ARIX, Inc, began preparation of <br />Phase II plan design and project spec:iEications. This phase <br />was completed in the fall of 1988. Phase II marked the <br />completion of the project which is opecdtional today. <br /> <br />The study presented herein and compiled by the CWCB staff <br />is for the purpose of showing post-project conditions and <br />delineating the existing 100-year floodplain. Data presented <br />herein either supersede or are compatible with all previous <br />determi.nations. <br /> <br />Survey. hydrologic, hydrauli.c and other pertinent data used <br />in this study can be obtained by contacting the Colorado Water <br />Conservation Board.
