Earthen fill to raise all of <br />Prospect Meadows above the ponded back-water elevation <br />would be in excess of 20,000 cubic yards of borrowed material. <br />The existing Greeley Water Main and Boxelder Sanitation <br />District Sewer facilities would both be affected by the <br />earthen fill. Additionally, on-site and acceptance of off- <br />site local drainage would both be altered in a significant <br />manner by filling and altering the natural (0.5 to 0.7 <br />percent) slope of the property. <br />If the earthen berm, as a part of an overall landscaping <br />scheme is approved, a "flap-gate" type structure will be <br />designed in the berm to provide positive release of.on-site <br />storm runoff while disallowing backing of flood waters from <br />Boxelder Creek onto the property. <br /> <br />IV. CONCLUSIONS <br />The concrete box culvert for Boxelder Creek under <br />Prospect Street has inadequate capacity to pass the 100-year <br />flood, and combined with the raised roadway profile of <br />Prospect Street and inadequate channel section downstream <br />creates a back-water condition upstream that inundates much <br />of the Prospect Meadows property. In fact, the obstruction <br />will cause inundation of existing homes and property westerly <br />of Prospect Meadows during major floods and force some of the <br />flow into the Cache La poudre River Basin further to the <br />west along Prospect Street. Consideration of that situation <br />should be given when improvements to Prospect Street are <br />planned in the future. <br />An earthen berm can be utilized as an attractive and <br />effective measure of protection to prevent ponding of major <br />flood flows on the Prospect Meadows property, with a minimal <br />affect on the adjacent floodplain characteristics. <br />As a result of our investigation findings, we feel that <br />the plan for Prospect Meadows should be approved and detailed <br />
