<br />The Special Assistance program provides consulting services on specific <br />problems associated with authorized reports and projects in the various <br />Corps offices. It is these special problems that instigate a good deal of <br />the research and provide excellent means of testing the results of research <br />and methods systemization work. <br /> <br />This particular seminar topic was selected, because the problems <br />associated with hydrologic analysis for project planning are extremely <br />complex and because new solution techniques show considerable promise but <br />have not yet been demonstrated to apply effectively and generally to some <br />important problems that exist. The gap between origination of new tech- <br />niques and their implementation in planning is not due, as many may think, <br />principally to reluctance or lack of understanding on the part of the <br />planner, but rather to the fact that the development process of applying <br />new techniques to real problems is difficult and time-consuming. Conse- <br />quently, a major objective of this seminar is to outline to the profession <br />the real nature of these problems, so that application of new techniques <br />can be facilitated. <br /> <br />The purposes of this seminar are to provide statements of specific <br />problems in hydrologic analysis for project planning that face the Corps <br />of Engineers today, to describe the solution techniques that are currently <br />implemented, and to discuss the potential development of the technology. <br />I hope that each of you will keep these points in mind as you make your <br />presentation. We hope that while you are here you will become acquainted <br />with the staff at the Center and with the work that we are doing.
