<br />The storm drainage problems in the study area are due primarily to the reSl-
<br />
<br />dential and commercial development which has encroached upon the floodway without
<br />
<br />
<br />provisions for the conveyance of storm runoff by adequate easements or drainage
<br />
<br />facilities, Due to the inadequate sized facilities throughout the study area, even
<br />
<br />
<br />the more frequent storms create flooding conditions that inundate residential and
<br />
<br />
<br />commercial structures, The Phase-A study evaluated the hydrological and hydraulic
<br />
<br />
<br />aspects of the drainage basin with primary focus on delineation of the flood hazards
<br />
<br />from Powers Park upstream to Arapahoe Road, Subsequently, a series of drainage
<br />
<br />alternatives were formulated and evaluated based in part on benefit-cost analysis,
<br />
<br />
<br />legal aspects, and environmental considerations. An alternative plan for allevia-
<br />
<br />ting potential flood damages was recommended by WRC and presented in the Phase-A
<br />
<br />
<br />report, The recommended alternative plan was reviewed by the City of Littleton,
<br />
<br />
<br />Arapahoe County, and UD&FCD, A notice-to-proceed for Phase-B was issued to WRC,
<br />
<br />which included minor revisions to the recommended alternative plan.

<br />alternative plan, Preliminary design drawings were prepared On I" ~ 100' scale

<br />plan and profile maps and included the proposed drainage facilities and the flood-
<br />
<br />plain information for existing channel conditions, A detailed cost estimate of
<br />
<br />
<br />the improvements was also prepared, A final report was prepared containing the
<br />
<br />narrative description and the plan and profile drawings (reduced to I" ~ 200' scale
<br />
<br />
<br />on II" x 17" report size), showing the selected alternative plan improvements,
