I

I

I

ACKNOWLEDGEMENT

SYNOPSIS

I

We wish to acknowledge the assistance and cooperation of the following

individuals who provided the needed information, coordination, and guidance

in completing the study,

I

Mr, Ben Urbonas, P,E, / Chief, Master Planning Program, Urban Drainage and
Flood Control District, Project Director

This Phase-B report presents the results of the detailed hydrologic and hydra-
ulic analysis of the Upper Slaughterhouse Gulch Basin prepared by Water Resources
Consultants, Inc, (WRC) under contract with the Urban Drainage and Flood Control
District (UD&FCD), The sponsoring governmental agencies were the City of Little-
ton and Arapahoe County, Copies of this report are available for reference and
purchase at the office of the UD&FCD, Copies of the Phase-A portion of the study,
as well as technical data in support of the reports, also are available for review
at the UD&FCD,

I

I

Mr, Charles Blosten / Director of Public Works, City of Littleton

I

Mr, Bob Deeds, P,E, / Director of Engineering and Utilities, City of Little-
ton

Mr, Bruce G, Rindahl

Water Resources Engineer

The storm drainage problems in the study area are due primarily to the reSl-

dential and commercial development which has encroached upon the floodway without

provisions for the conveyance of storm runoff by adequate easements or drainage

facilities, Due to the inadequate sized facilities throughout the study area, even

the more frequent storms create flooding conditions that inundate residential and

commercial structures, The Phase-A study evaluated the hydrological and hydraulic

aspects of the drainage basin with primary focus on delineation of the flood hazards

from Powers Park upstream to Arapahoe Road, Subsequently, a series of drainage

alternatives were formulated and evaluated based in part on benefit-cost analysis,

legal aspects, and environmental considerations. An alternative plan for allevia-

ting potential flood damages was recommended by WRC and presented in the Phase-A

report, The recommended alternative plan was reviewed by the City of Littleton,

Arapahoe County, and UD&FCD, A notice-to-proceed for Phase-B was issued to WRC,

which included minor revisions to the recommended alternative plan.

I

Mr. Chuck Esterley, P,E, / Assistant Director of Engineering, Arapahoe
County

I

Mr, Fred Koch / Associate Engineer, Arapahoe County

I

The following individuals on the staff of Water Resources Consultants, lnc,

have contributed to the preparation and completion of this report,

I

Mr, William p, Ruzzo, P,E, - principal In-Charge/Project Manager

I

Mr, Kurt D, Mahnken, P,E, - Project Engineer

I

Mr. Alan J. Leak - Water Resources Engineer

I

Mr. Ben K, Herda - Draftsman/Technician

The Phase-B analysis included performing final hydrologic and hydraulic studies

that were used in the preliminary design of the drainage facilities for the s<'lected

alternative plan, Preliminary design drawings were prepared On I" ~ 100' scale

plan and profile maps and included the proposed drainage facilities and the flood-

plain information for existing channel conditions, A detailed cost estimate of

the improvements was also prepared, A final report was prepared containing the

narrative description and the plan and profile drawings (reduced to I" ~ 200' scale

on II" x 17" report size), showing the selected alternative plan improvements,

I

Mrs, Anita L.
