<br />Town of Silverthorne, CO <br />Summary of Community Comments <br /> <br />This summary is in response to community comments received during the 90-day appeal period <br />for the Type 19 study for the Town of Silverthorne, Summit County, Colorado, The Federal <br />Emergency Management Agency (FEMA) received comments from Mr, Daniel Gietzen, <br />Town Engineer, Town of Silverthorne, dated November 23, 2000, and from Mr, Mike <br />Cuthbertson, Operations Manager, Silengo Homes, dated November 20, 2000, Mr, Gietzen's <br />letter enclosed the comments from Mr, Cuthbertson. We appreciate your community's interest in <br />assuring that the Flood Insurance Rate Maps (FIRMs) for your community are as accurate as <br />possible, The following summarizes the changes we will incorporate into the maps prior to final <br />printing, <br /> <br />Comment 1: RM3 and RM4 have been disturbed, <br /> <br />The elevation reference marks shall be removed from FIRM Panel 08020 I 0014 B. The <br />V.S, Geological Survey markers, which were destroyed before this study began, cannot be used <br />for these maps, <br /> <br />Comment 2: An errant BFE label on Panel 0014 B <br /> <br />After reviewing both the profile and the Floodway Data Table, we agree that the label should be <br />8719 instead of 8715, The Preliminary FIRM has been corrected, and the effective map will <br />reflect these changes, <br /> <br />Comment 3: The expanses of Zone AE around the flood sources, These areas are quite wide <br />and inundate a number of homes and properties, After studying the work maps, Mr, Cuthbertson <br />concluded much of this area will be subjected to less that 1 foot of flooding and requested that the <br />area be published as a Zone X (shaded), <br /> <br />Appendix 2 of FEMA's Guidelines and Specifications for Study Contractors (FEMA 37, <br />copy enclosed), establishes the procedures that FEMA uses to designate zones in shallow <br />flooding areas, Appendix 2 ofFEMA 37 explains, "flood hazard zone designations should extend <br />across the entire inundated area without separate designations of X zones at the edges of an AO <br />or AH zone, Thus, X zones should be used only when the depth across the entire inundated area <br />is less than one foot. An AO zone should not be used at the edge of an AE zone," Zone X <br />(shaded) is an area of shallow flooding where the average depths are less than I foot. Therefore, <br />we do not designate X zones at the edge of an AE zone, <br /> <br />E' <br /> <br />Although we cannot revise the map, property owners can apply for a Letter of Map Amendment <br />(LOMA) or a Letter of Map Revision Based on Fill (LOMR-F) if their properties are entirely <br />above the BFE. These elevations must be confirmed bv a licensed survevor in order to be <br />approved bv FEMA. <br /> <br />Comment 4: Erroneously drawn floodway boundary delineations for the Blue River, specifically <br />between Cross Sections AW and AY <br /> <br />Three locations were referenced and amended on the Preliminary FIRM, We determined that <br />these discrepancies were caused by the hydraulic model. The changes will be shown on the <br />effective FIRM. <br />
