C. <br /> <br />f\) <br />, 6 A <br />QJ~"'/(\ ' <br />J)Jr~ G <br /> <br />1/ <br />t../L/V <br />/1.\/ <br />" J <br />20 February 1946 <br /> <br />Dear Judge Stone: <br /> <br />Reference is made to your recent telephone request concerning the present <br />status of the project in the Fountain River Basin, Colorado, for local flood <br />protection at Colorado Springs, Colorado. <br /> <br />A project on tributaries of the Fount~ne Que Bouille (Fountain) River <br />for local. flood protection at Colorado Springs was authorized by the Flood <br />Control Act approved 22 December 1944 substantially in accordance with the <br />recommendations of the Chief of Engineers in House DocUlllent No. 186, 78th <br />Congress, 1st Session. The authorized project contemplates, in general, the <br />construction of a floodway from Templeton Gap to Monument Creek for the pro- <br />tection of an area in and near the ~astern part of Calorado Springs from <br />floodwaters originating in the Templeton Gap drainage. area. <br /> <br />To date, no funds have been appropriated by Congress for construction of <br />the authorized project on tr?butaries of the Fountain River. I may mention <br />that the estimates submitted by the Department to the Bureau of the Budget for <br />appropriations for the civil functions of the Department far the fiscal year <br />1947 included an estimate of funds for the Fountain River project, but owing <br />to the reduction in the funds as contained in the War Department Civil Functions <br />Appropriation B;i.ll, H.R. 5400, recently passed by the House of Representatives <br />and now before the Senate for action, funds were not included therein for the <br />Founta;i.n River project nor for many other authorized flood protection projects <br />for which estimates were submit'~ed.
