<br />facilities in Reach B are cost effective, but only by a s~ight
<br />
<br />margin.

<br />It is significant that these four Reaches are the more down-
<br />
<br />stream portions of the basin. The relatively smaller damages
<br />
<br />occur because the main gulch channel has been left generally
<br />
<br />unobstructed in large portions of these Reaches.
<br />
<br />In the more upstream Reaches - E, F, G, and H - the channels
<br />
<br />have been largely obliterated by development, resulting in
<br />
<br />increased flood hazard. In these four Reaches, the benefit cost
<br />
<br />ratios range from l.67 to 2.92, and the net annual benefits are
<br />
<br />significant.
<br />
<br />The comparison in the tabulation indicates that the entire
<br />
<br />Master Plan for Dry Gulch has a benefit-cost ratio of l.5l and
<br />Net Annual Benefits of approximately $424,000 each year.
