Box 20,000 <br />Grand Junction, CO 81502-5001 <br /> <br />Community: Mesa County, CO <br />Community No.: 080115 <br />Panel Affected: 0470 B <br />Effective Date 0(. <br />This Revision: NO V 2 2 2000 <br /> <br />102-I-A-C <br /> <br />Dear Ms. Genova: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in <br />accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated <br />December 18, 1998, Mr. Jerry Don Newton, P .E., City Engineer, City of Grand Junction, requested that <br />FEMA revise the FIRM and FIS report to show the effects of updated topographic information from just <br />upstream of the Denver and Rio Grande Western Railroad (DRGWRR) to approximately 5,400 feet upstream <br />of U.S. Highway 50 (US50), also known as Fifth Street, and construction of a flood-control levee and several <br />detention basins along the Colorado River from just upstream of the DRGWRR to approximately 2,750 feet <br />upstream of US 50 within the City of Grand Junction. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Mike Best. <br />Senior Engineering Technician, City of Grand Junction, and Mr. Newton. Because this Letter of Map <br />Revision (LOMR) shows the effects of a federally sponsored flood-control project where 50 percent or more <br />of the project's costs are federally funded, fees were not assessed for the review. <br /> <br />We have completed ourreview of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. We have revised the FIRM and FIS report to modifY the elevations and floodplain boundary <br />delineations of the flood having a I-percent chance of being equaled or exceeded in any given year (base <br />flood) along the Colorado River from approximately 2,750 feet upstream to approximately 5,400 feet <br />upstream of US50. As a result of the modifications, the base flood elevations (BFEs) for the revised reach <br />increased, and the width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the <br />base flood, decreased. The increases in BFE are a result of incorporation of the updated topographic <br />information and construction of the levee. All property owners were notified of the BFE increases with a <br />letter from Mr. Newton dated January 25, 2000. The modifications are shown on the enclosed annotated <br />copy of FIRM Panel(s) 0470 B, Profile Panel(s) 08P, and affected portions of the Floodway Data Table. This <br />LOMR hereby revises the above-referenced panel(s) of the effective FIRM and the affected portions of the <br />FIS report, both dated July 15, 1992. <br /> <br />Because this revision request also affects the City of Grand Junction, a separate LOMR for that community <br />was issued on the same date as this LOMR. <br /> <br />The map panel(s) as listed above and as modified by this letter will be used for all flood insurance policies <br />and renewals issued for your community. <br />
