There is something funny going on here. <br /> <br />The AB Lateral will kill chances of Wild and Scenic River <br />designation. It will destroy riparian vegetation along the <br />Uncompahgre by flooding and along the Gunnison by drying it up. <br /> <br />If you channel part of the Uncompahgre River, you are going to <br />have to channel the whole thing. <br /> <br />RESPONSE: For additional information on the need for power <br />question, please see RESPONSES to COMNZNTS r-6 and OR-l. <br />RESPONSE to COMMENT OR-31 addresses the question of the contract <br />that is not public. <br /> <br />The financial feasibility ratio is based solely on project costs, <br />expenses, and revenues. The terms of the UVWUA/Montrose Partners <br />contract do not affect the ratio. Additional information on the <br />subject has been added to and clarified in the section describing <br />alternatives in chapter 2 in the FEIS. Additional information on <br />economic effects from rafting can be found in RESPONSES to <br />COMMENTS r-63, r-64, and r-66; OR-79; and I-43. <br /> <br />The EIS contains detail on streamflows (see Chapter 3). The <br />graph was mentioned as confusing by several commentators. Flow <br />data in tabular form is also presented and may be easier to <br />understand. Alternative C was identified as the Sponsor's <br />preferred alternative and involves the largest diversions. <br />Alternative E, Reclamation's preferred alternative, involves <br />smaller diversions. <br /> <br />The impact area in the EIS includes Delta County. The river <br />segment mentioned is between the North Fork and Gunnison River <br />confluence and the city of Delta. Flows would be reduced in this <br />segment; impacts of this reduction on irrigation practices and <br />fish and wildlife are addressed in the EIS. <br /> <br />The Uncompahgre River downstream from the tailrace may improve as <br />a fishery because additional high-quality Gunnison River water <br />will be imported. The EIS indicates that fish habitat conditions <br />would still have problems which does not mean that a fishery <br />would not develop; it means that optimum conditions would not <br />occur. <br /> <br />Fishery analysis is based largely on long-term studies by the <br />CDOW. Reclamation's interpretation of this data has been <br />reviewed by the CDOW and by the FWS. <br /> <br />The Gunnison River would still be eligible for designation as a <br />wild river, but several of the criteria that make it eligible <br />would be affected (see RESPONSES to COMNZNTS 1-81, 86, 113, and <br />137) . <br /> <br />P-35 <br />
