<br />ORAFT ENVIRONMENTAL IMPACT STATEMENT

<br />The draft environmental impact statement (DEI5) was filed with
<br />the Environmental Protection Agency on April 19, 1989. Public
<br />hearings on the draft were held in Denver, Montrose, and Delta,
<br />Colorado, on May 30 and 31 and June 1, 1989, respectively. The
<br />comment period ended on June 22, 1989.
<br />
<br />The availability of the DEI5 and the public hearing schedules
<br />were published in the Federal Register and in local and regional
<br />newspapers. Numerous written and oral comments were received on
<br />the DEI5.

<br />FINAL ENVIRONMENTAL IMPACT STATEMENT
<br />
<br />In this final environmental impact statement (FEIS), summaries of
<br />oral statements, copies of written comments, and responses are
<br />presented. Because many comment letters contained the same
<br />questions or statements, the reader is often referred to other
<br />comments and responses for information. Public hearing comments
<br />and responses are presented first, followed by comments from
<br />Federal agencies (designated as F), State agencies (5), local
<br />governments and organizations (OR), and individuals (I). These
<br />comments and responses are then followed by the actual comment
<br />letters.
