<br />CHAPTER 5. FUTURE NEPA AND PUBLIC INVOLVF.MRNT ACTMTIES <br /> <br />The expanded scope of this project must be clearly defmed and reflected by development of <br />concise statements of the proposed action and the need for and purpose of the action. <br />Responsibilities of the joint-lead and cooperating agencies need to be identified. Tasks and a <br />revised schedule for completion of NEPA document preparation need to be developed. Data <br />collection and research needs must be identified and coordinated. Concurrently, the public <br />involvement plan for this project should be updated. <br /> <br />Beginning with a mailing to highlight the scoping results, newsletters will be used to inform the <br />public of progress and opportunities for further involvement through the NEPA analysis and <br />contract development processes. For example, during the formulation of alternatives phase, a <br />newsletter would be used to inform the general mailing list of alternatives developed as a result <br />of scoping, internal information, and interagency team work. The newsletter would explain the <br />array of alternatives under consideration, the process and criteria used to reduce and consolidate <br />the list. If public meetings are planned to discuss the alternatives, a newsletter would notify the <br />public of opportunities to participate in such meetings. At a minimum, such public meetings <br />would be held in Gunnison, Montrose, and Delta, Colorado. <br /> <br />Newsletters will also be used as necessary to invite public participation and support of the <br />involved agencies throughout the NEPA and contract development processes. These inclqde <br />determining data needs, developing study plans, determining analysis methods, conducting <br />studies, evaluating alternatives, and analyzing environmental impacts. <br /> <br />Any formal contract negotiation sessions will be also open to observation and comment by the <br />public. <br /> <br />I <br /> <br />I <br />j <br /> <br />40 <br />
