I i ) I .1 I I ] F. Cumulative Impacts Refer to: Gunnison meetings; the City of Colorado Springs; Mr. Clark; CREDA; CRWCD; EPA; the NPCA; Non-Federal Parties to the 1975 Exchange Agreement. (49 comments) Numerous respondents requested an analysis of how other proposed water projects would affect various elements when considered in combination with the proposed water delivery contract. Projects mentioned included AB Lateral, transbasin diversions, Rocky Point, Union Park, Dallas Creek, Arapahoe County, City of Aurora, Redlands Diversion, Uncompahgre, Paonia, Smith Fork, Bostwick Park, Fruitgrowers, and Dominguez. Elements discussed included water supply, recreation releases, endangered fish, trout and native fisheries, and local, county, and basin economies. Concerns were also expressed on the effects of the contract on proposed legislation to designate the Gunnison as a Wild and Scenic River, redesignate Black Canyon as a national park, and establish a National Conservation Area in the Gunnison Gorge. IV. UNAVOIDABLE IMPACTS AND MITIGATION During public meetings and included in several written comments were. ideas and questions concerning the potential mitigation problems that might occur under the contract. Refer to: Gunnison, Montrose, and Delta meetings; Mr. Butterfield; CREDA; CRWCD; Mr. Hinchman; Montrose Economic Development Council; Montrose County Commissioners. (17 comments). In Gunnison, it was asked how Morrow Point and Crystal Reservoirs could be operated to mitigate effects of contract releases. Gunnison and Montrose meeting participants and the Montrose Economic Development Council questioned if operational changes would cause structural damage, increase operation and maintenance costs, or increase erosion problems at Crystal Dam, Morrow Point Dam, the Gunnison ToMei, or other downstream structures. If so, they asked how these impacts would be mitigated and paid for. One participant in Montrose asked whether Ridgway Reservoir of the Dallas Creek Project could furnish water to downstream endangered fish species. Another participant suggested that better water monitoring could result in more efficient water use. Several suggestions were made that 34
