The State Engineer's office has produced and distributed (June, 1983) <br /> <br />a manual for dam owners that provide" detailed guidance to carry out their <br /> <br />responsibility for dam maintenance. C..R.S. 37-.27-104 "as re,cently amended so <br /> <br />that dam owners are not liable for dcwnstream damages within the designated <br /> <br />1 DO-year floodplain, absent any neglj.gence.5 (It is noteworthy that the <br /> <br />100-year floodplain is often much smaller than the potential dam failure <br /> <br />inundation zone). <br /> <br />The Division of Disaster Emergemcy Services (DODES) manager; the State's <br /> <br />comprehensive emergency preparedntes,: pro~rram, and is concerned with all <br /> <br />activities that will mitigate the State's vulnerablility to dam failure as <br /> <br />well as preparedness activities to provide an effective response should a dam <br /> <br />fail. But more specifically, DODES places primary emphasis on nonstructural <br /> <br />means of hazard reduction. If a dam failure hazard exists, DODES is primarily <br /> <br />concerned about assisting the threatened populace. <br /> <br />Dam safety is based on a range of structural and ~:onstructural measures. <br /> <br />These measures are interrelated and tire the Goncerns of various jurisdictions <br /> <br />and agencies. <br /> <br />They involve actions which can be tak'=n at the source of a <br /> <br />hazard and with those which can be taken to reduce the impact of an event on <br /> <br />people. <br /> <br />This paper concentrates on wt.at the Division of Disaster F.rnergency <br /> <br />Services can do and in particular wl1at it should do tel assist people in the <br /> <br />most effective way--stimulating hazard awar,eness and development of warning <br /> <br />and evacuation plans. <br /> <br />-11- <br />
