Barrett <br />President, Town Council <br />Town of Steamboat Springs <br />Town Offices <br />Post Office Box 1174 <br />Steamboat Springs, Colorado 80477 <br /> <br />Dear Mr. Barrett: <br /> <br />I am advising you, that the Town of Steamboat Springs' eligibility <br />for participation in the National Flood Insurance Program (NFIP) will <br />be suspended pursuant to Section 1909.24 of the enclosed Program <br />regulations (24 C.F.R. 1909, etc.) on January 19, 1978 if your <br />community does not submit adopted flood plain management measures <br />which satisfy the requirements of Section 19l0.3(d) of the Program <br />regulations on or before that date. Our letter of October 19, 1977 <br />indicated the steps your community could take to avoid suspension of <br />its flood insurance eligibility. <br /> <br />We realize that your community may be in the final adoption <br />process, or you may have recently adopted the required measures when <br />you receive this letter. If this occurs, we will review your measures <br />upon receipt, and if approved, we will rescind this suspension <br />notice. <br /> <br />We do emphasize that flood insurance may not be sold or renewed <br />within suspended communities. In addition, such communities are <br />subject to the provisions of Section 202 of Public Law 93-234, as <br />amended. This Section prohibits Federal officers or agencies from <br />approving any form of loan, grant, guaranty, insurance, payment, <br />'rebate, subsidy, disaster assistance loan or grant (in connection with <br />a flood), or any other form of direct or indirect Federal assistance, <br />other than general or special revenue sharing or formula grants made <br />to States, for acquisition or construction purposes within your <br />community's special flood hazard areas. Included in this prohibition, <br />for example, is the making of mortgage loans guaranteed by the Veterans <br />Administration or insured by the Federal Housing Administration. <br />Approval of mortgage loans, secured by homes or farm buildings, by the <br />Farmers Home Administration (FmHA) in the Department of Agriculture is <br />similarly proscribed.
