Struble <br />Mayor of Steamboat Springs <br />Town Hall <br />Box 771174 <br />Steamboat Springs, Colorado 80477 <br /> <br />This is a follow-up letter to Mr. Fred Metzler's visit of <br />September 8, 1983, with representatives from the City's <br />Departments of Community Development and Public Works. This <br />visit was a Community Assistance and Program Evaluation <br />(CAPE), which is designed to provide technical assistance for <br />local officials in carrying out their responsibility under <br />floodplain management and to evaluate the effectiveness of <br />the floodplain management program in your communtiy as a <br />participant in the National Flood Insurance Program (NFIP). <br /> <br />The review included both a review of City files on <br />documenting permits, which have been issued for residential <br />and nonresidential building improvements in the identified <br />floodplains within the city, as well as discussion and field <br />reconnaissance to tour areas of development along the <br />floodplains. <br /> <br />Mr. Metzler reviewed a list of 51 permits that had been <br />issued in 1982 which were identified as being in floodprone <br />areas. Most of the permits were for minor property <br />improvements, with a substantial majority of the 51 permits <br />outside the special flood hazard areas. Among the permits <br />for new construction or substantial improvements, all but two <br />were identified to be outside the 100-year floodplain. City <br />records show that a permit was issued for Mr. Joe Robbins and <br />a variance was granted to permit construction of a house with <br />a mechanical room floor level below the 100-year floodplain <br />elevation. Minutes of the Board of Adjustment hearing <br />concerning the appeals process for the Robbin's property were <br />reviewed. The City needs to document the variance action in <br />accordance with the provisions of your ordinance at <br />Section 17.47.070, Variance Procedure. Also, Mr Robbins <br />needs to be given written notice that the cost of flood <br />insurance will be commensurate with the increased risk <br />resulting from the reduced lowest floor elevation. <br />
