Community respondents indicated a need for technical <br /> <br /> <br />assistance in formulating and planning their flood mitigation or rehabilitation projects. In addition, the <br /> <br /> <br />survey revealed a clear need for a public information/education program regarding the natural <br /> <br /> <br />resources and functions of stream corridors and the role of multi-objective planning as a tool to <br /> <br /> <br />address existing and potential impacts along stream corridors. A statewide GIS and digital flOodplain <br /> <br />mapping program are needed to better manage Colorado's floodplains. <br /> <br />Policy and Criteria Needs. A major percentage of respondents do not have a drainage criteria manual <br /> <br />or other adopted drainage criteria. A similar number of communities also lacked a policy for <br /> <br />stormwater detention. <br /> <br />Funding Needs. Figures 1 and 2 illustrate the survey results regarding the lack of a mechanism for <br /> <br />funding the planning and implementation of improvements and the support for a statewide revolving <br /> <br /> <br />loan program, respectively. <br /> <br />3. <br /> <br />4. <br /> <br />RECOMMENDATIONS <br />The project team (CWCS staff, MWE and the Steering Committee) has recommended to the State Legislature <br />a program to address the following efforts; <br />. Provide funding for multi-objective watershed planning studies for Colorado's major river basins, <br />stream rehabilitation alnalysis for selected stream reaches, and community-based mitigation projects; <br />. Create a statewide rE!volving loan fund to enable communities to implement flood protection and <br />stream rehabilitation projects; <br />. Establish a statewide wetlands bank; <br />. Expand the ongoing program for floodplain mapping; <br />. Prepare a statewide model stormwater criteria manual; and <br />. Set minimum criteria for detention of excess runoff from development <br />The following are possible options for action by the Colorado Legislature during future sessions. <br />1. Establish a statewide, revolving loan fund for watershed master planning and implementation of <br />stream rehabilitation ,md flood mitigation projects; <br /> <br />
