<br />e <br /> <br />e <br /> <br />e <br /> <br />STRUCTURAL BMPS AT DEVELOPMENT SITES - A LEVEL PLAYING <br />FIELD? <br />Rob Zuber, Stormwater & Environmental Consultants, <br />and a Panel of Colorado Municipal Stormwater Managers <br />1998 CASFM Conference, September 30 - October 2, 1998 <br /> <br />In developing areas, structural BMPs are required by NPDES regulations and/or <br />necessary for sustaining the health of urban water resources. Implementation of <br />BMPs requires the development of requirements for land developers to follow. <br />To produce these requirements, City and County employees must make several <br />decisions based on watershed science, economics, and fairness. This technical <br />session will provide a forum for a discussion of some of the more pertinent <br />issues related to BMP implementation with special emphasis on the balance <br />between consistency and practicality. That is, should municipal stormwater <br />requirements provide a "level playing field" or do certain factors suggest that <br />BMP requirements can or should vary for different circumstances? <br /> <br />The discussion will focus on the following: <br />Should performancE' standards be consistent throughout the entire jurisdiction or <br />should they be basin specific? <br />Should BMP requirements vary by land use? <br />When are on-site pcmds appropriate? <br />When should regional ponds be required? <br />Who is responsible 'for pond maintenance? <br />How to incorporate multi-use aspects into stormwater requirements? <br /> <br />Audience participatk>n is highly encouraged, and, time permitting, other relevant <br />topics are welcome. <br />
