Notes: An area covered by a community-based FIRM panel should have five
actribute code pairs identifying it. They would be: 420 0150,
421 -- - -, 422 0- --. 423 00 --, 424 The codes must be arranged in
this order (see Figures 2 and 3).

An area should be covered by only one FIRM panel. In situations where
multiple Flood Insurance Scudies (FISs) are being mapped in digital
format, the FIRM panel neacline code may identify a line that defines
the perimeter of the intersection of the FIR!': panel with the political
boundary. The Map Panel Areas DLG would thus potentially show the
corporate boundary of a community coded with the FIRM panel neatline
attribute code.

In areas where FIS data overlaps, a determination should be made as to
which FIS is most accurate. Typically, it is the more detailed study,
or the most recent. The panel code entered in the area of overlap
should correspond to the panel nwnber of the study that was used to
determine the flood hazard zone.

If DLGs are prepared for FIRM panels whose neatlines do not correspond
to USGS 7.S-minute quadrangle neatlines or subdivisions thereof, the
FIRM panel neatlines may be the only feature falling on a USGS 7.5.
minute quadrangle or they may fall in an area where no USGS 7.S-minute
quadrangle exists. For both of these situations (7.S-minute quadrangle
areas that would contain only FIRM panel neatlines) FEMA Map Panel DLG
files will not be prepared. However, because polygon closure is
