<br />I. EXECUTIVE aUMMARY <br /> <br />. <br /> <br />The Colorado River Storage Project (CRSP) and partIcIpating projects <br />were authorized by Public Law 84-485 on April 11, 1956. As envisioned <br />in the basic project plan, storage dams have been built on the Upper <br />Basin sections of the Colorado River and its tributaries for the purpose <br />of regulating riverflow to make possible various irrigation, municipal and <br />industrial (M&I), and other water use developments. Power generating <br />plants have been constructed, and more are planned, as integral parts of <br />the storage units and the participating projects built or planned in <br />connection with multiple use of the Colorado River water. Generation of <br />power started in 1963 and units have been added periodically since then, <br />resulting in the present installed nameplate capacity of 1276 MW, which <br />is expected to increase to about 1433 MW by 1989. <br /> <br />In accordance with Public Law 84-485, power revenues must pay all <br />power O,M,&R costs and all storage unit irrigation O,M,&R costs except <br />those paid by the M&I water users, and must repay all power investment <br />costs with interest in 50 years, all storage unit irrigation investment <br />costs in 50 years except those paid by the M&I water users, and all parti- <br />cipating project irrigation investment costs in 50 years plus development <br />periods, except those paid by the irrigation and M&I water users. Also, <br />in accordance with Public Law 93-320, power revenues must pay the salinity <br />control construction, O,M,&R costs which are allocated to the Upper <br />Colorado River Basin. <br /> <br />In making repayment studies, the policy was adopted that, after <br />paying annual operating expenses, the remaining power revenues would be <br />applied first to the repayment of the highest interest bearing investment, <br />then to the next highest, and so forth. <br /> <br />A power rate of $1.275 per kilowatt-month and 3 mills per kWh, <br />resulting in an average price of 6 mills per kwh at 58.2 percent load factor <br />(based on billing demand), was adopted in 1962. Repayment studies indicated <br />this rate was sufficient, based on the price level at that time, to pay <br />the project operating costs and to accomplish timely repayment of the <br />investment costs. Annual repayment studies made after 1962 indicated no <br />rate adjustment was needed until the FY 1972 study was made. As a result <br />of increasing price levels and a water supply less than normal for most of <br />the years, the Bureau of Reclamation initiated rate adjustment procedures <br />which culminated in a rate increase of about 2 percent in April 1974, <br />bringing the rate to 6.11 mills at 58.2 percent load factor. Similarly, a <br />further rate adjustment was later found to be necessary and a rate increase <br />of an additional 7 percent (total cost of 6.55 mills at 58.2 percent load <br />factor) was put into effect in June 1977, after following the established <br />rate adjustment procedures. <br /> <br />A repayment study made for fiscal year 1977 shows that the existing <br />power rate is insufficient, based on the January 1977 price level, to <br />pay within allowable time frames the costs assigned to the power function, <br />mainly because of rapidly escalating construction and operating expenses. <br />In the time period between January 1974 - the price level date for the <br /> <br />1 <br /> <br />
