<br />Interviewer <br /> <br />Dr. Martin Reuss is a senior historian in the Office of History, <br />Headquarters, U.S. Army Corps of Engineers, specializing in water resources <br />development. He holds a Ph.D. from Duke University and is the author of <br />several books and articles dealing with the civil works program of the Corps of <br />Engineers. <br /> <br />This edited rranuscript is the product of a tape-recorded interview conducted <br />by Dr. Reuss in Dr. White's office at the University of Colorado on June 25, <br />1985. <br /> <br />1'1 <br />
