Of im- <br />mediate concern are impacts resulting from potential development of an area known <br />as the Parkville Watershed. The County, in response to this concern, developed a <br />program to evaluate three areas of the Watershed which are described as follows: <br /> <br />-Big Evans Gulch <br />-South Evans Gulch <br />-Iowa Gulch <br /> <br />Within each of these areas, are a number of physical and cultural features that <br />would affect and be affected by potential development. These are summarized as <br />follows: <br /> <br />-Extensive areas of underground mine shafts <br />-Mine tailing areas <br />-Steep slope conditions <br />-Flood hazard areas <br />-Sensitive bog ecosystems <br />-Geologic hazard areas <br />-Mineral resource areas <br />-Wildlife migratory routes <br />-Esthetics <br />-Water resources <br /> <br />The above is not all i nc 1 us i ve in that the study areas represent a number of com- <br />rlex ecosystems. It is beyond the scope of this report to describe each ecosystem <br />in detilil, The purpose here is to identify, at a general level, critical areas of <br />concern within the study areas. Each proposed action should be evaluated in teY1l1S <br />af such concerns, <br /> <br />ln order to faciliate a systematic review process, an ortho base map of the study <br />at'eas was ,level oped. The ortho maps are at a scale of one inch equals 400 feet. <br />As, noted on these maps, natural and manmade features can be determined. Various <br />spot elevations have also been noted. <br /> <br />l'lhile it is possible to identify the development potential within each area, it is <br />beyond the scope of this project to assess the impact of a development in specific <br />terms. For example, a number of mitigating actions may be undertaken within a po- <br />tential development which would minimize impacts upon natural and cultural features. <br />~s such, it would appear that each proposed action should be assessed in terms of <br />its ovm IPeriL P,n assessment of the Pl'oposed action would be accomplished by the <br />sponsor of the action within the format presented herein. The assessment report <br />would be reviewed by appropriate local, regional and state staff. The Board of <br />County Commissioners would revie\.! staff recommendations along with the assessment <br />report prior to giving, approving or denying a proposed action. <br /> <br />\,!ithin each study area are certain features that s,hould remain as they currently <br />exist. These can be described in terms of natural and manmade. An example of the <br />forlller is the bog ecosystem. Tll'e latter can be described in terms of mine tailings. <br />Such areas should be eliminated frolll ilny development consideration. <br />
