Box 580 <br />Fort Collins, CO 80522-0580 <br /> <br />Community: City of Fort Collins, CO <br />Community No.: 080102 <br />Panel Affected: 0008 C <br />Ef~ective.~ate of MAY 22 2003 <br />ThIs RevIsIOn: <br /> <br />102-I-A-C <br /> <br />Dear Mayor Martinez: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in <br />accordance with Part 65 ofthe National Flood Insurance Program (NFIP) regulations. In a letter dated <br />August 9, 2002, Mr. Chris J. Pauley, Senior Engineer, Anderson Consulting Engineers, Inc., requested <br />that FEMA revise the FIRM and FIS report to show the effects of a project along Cooper Slough. The <br />project consisted of widening of Vine Driye and construction of two 42-inch.diameter pipe culverts <br />along Cooper Slough at Vine Drive; a conveyance channel for Boxelder Creek overflows from <br />Interstate Highway 25 (1-25) to approximately the confluence with Cooper Slough just north of Vine <br />Drive; a floodwall along the north side of Vine Drive and south of the conveyance channel from <br />approximately 600 feet westto approximately 1,100 feet west ofI-25; and Waterglen Drive with two <br />3-foot by 25-foot box culverts under Waterglen Drive approximately 1,100 feet west ofI-25. This <br />request follows up on a Conditional Letter of Map Revision issued on June 25, 1999. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Pauley. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM <br />and in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and <br />floodplain and floodway boundary delineations ofthe flood having a I-percent chance of being equaled <br />or exceeded in any given year (base flood) along the revised reach of Cooper Slough. As a result of the <br />modifications, Base Flood Elevations (BFEs) for Cooper Slough were established just upstream of Vine <br />Drive; the BFEs approximately 80 feet downstream of the widened Vine Driye decreased; the Special <br />Flood Hazard Area (SFHA), the area that would be inundated by the base flood, was extended to just <br />upstream of Vine Drive; and a portion of the effective regulatory floodway was removed from its <br />previous limit just downstream of old (unwidened) Vine Drive to approximately 30 feet downstream of <br />Vine Drive. (Please note that revised, annotated FIRM Panel 0008 C shows the centerline ofthe <br />widened Vine Drive.) In addition, the corporate boundary ofthe City of Fort Collins shown on the FIRM <br />was corrected in the vicinity of the project area. The modifications are shown on the enclosed annotated <br />copies of FIRM Panel 0008 C, Profile Panel 33P, and affected portions ofthe Floodway Data Table. <br />This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM <br />and the affected portions of the FIS report, both dated March 18, 1996. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
