<br />5 <br /> <br />The reduction of sediment, salt, and other materials carried <br />by storm and flood runoff. \,ithout depriving downstream u"ers <br />of needed minerals and other water qualities, (1) <br /> <br />An urban drainage and flood control (UDFC) project, or for that <br /> <br />matter any type of pClbl ic project, provides a "benefit" when one of <br /> <br />the stated objectives of the project is met, Benefits are basically <br /> <br />classified as tangible and intangible depending on the extent to <br /> <br />which they can be measured in monetary units (tangible) or not <br /> <br />(intangible), Tangible benefits can be further classified as primary, <br /> <br />(direct and indirect) and secondary, The reader is referred to (2), <br /> <br />page 163 for definitions of these categories, <br /> <br />In this methodology, the only tangible benefit recommended for <br /> <br />quantification is the minimization of property damage, Users of the <br /> <br />methodology may attempt to quantify other benefits where the data <br /> <br />base is available, Otherwise, all benefits except damage reduction <br /> <br />must be descriptively presented, <br /> <br />The methodology is divided into three parts shown on Figure I-I, <br /> <br />The first presents a technique for comparing the costs and benefits <br /> <br />of UDFC projects on the basis of damage reduction alone, The second <br /> <br />describes techniques for displaying descriptive information concerning <br /> <br />all other project benefits. <br /> <br />After the two preceding analyses have been completed it is <br /> <br />necessary to present the information in a format suitable for y'apid <br /> <br />comprehension by a variety of audiences, A suggested method for this <br /> <br />is contained in the methodology, The final part of the methodology, <br />the tradeoff analysis, presents an opportunity for analysts anC <br /> <br />decision makers to discuss all beneficial and adverse effects of the <br /> <br />alternatives and to arrive at a best decision regarding the selection, <br />
