<br />EVALUATION OF FEASIBILITY: <br />MULTIJURISDICTIONAL URBAN DRAINAGE AND FLOOD <br />CONTROL PROJECTS <br /> <br />I, GENERAL PROCEDURE <br />A, Introduction <br />This document contains a methodology for practicing engineers <br />to use in evaluating the feasibility of urban drainage and flood <br />control projects, Its objective Is to enable the engineer to <br />economically gather, analyze, and present data to allow decision <br />makers to make rational choices among urban drainage alternatives, <br />The evaluation methodology is similar to that used by economists and <br />planners in the federal government and it is not expected that the <br />engineer will follow it without making deviations, It is expected <br />that each person using it will gain experience and be able to inter- <br />ject his own improvements, where appropriate, <br />The methodology has been designed to be as simple as possible, <br />There are numerous opportunities for short-cuts and other time-saving <br />innovations, The analyst will recognize that unless such short-cuts <br />are identified and pursued, unnecessary time will be spent on the <br />analysis, <br />Users of the methodology are encouraged to submit suggestions for <br />improvement, wherever appropriate, <br />
