EVALUATION OF FEASIBILITY:
MULTIJURISDICTIONAL URBAN DRAINAGE AND FLOOD
CONTROL PROJECTS

I, GENERAL PROCEDURE
A, Introduction
This document contains a methodology for practicing engineers
to use in evaluating the feasibility of urban drainage and flood
control projects, Its objective Is to enable the engineer to
economically gather, analyze, and present data to allow decision
makers to make rational choices among urban drainage alternatives,
The evaluation methodology is similar to that used by economists and
planners in the federal government and it is not expected that the
engineer will follow it without making deviations, It is expected
that each person using it will gain experience and be able to inter-
ject his own improvements, where appropriate,
The methodology has been designed to be as simple as possible,
There are numerous opportunities for short-cuts and other time-saving
innovations, The analyst will recognize that unless such short-cuts
are identified and pursued, unnecessary time will be spent on the
analysis,
Users of the methodology are encouraged to submit suggestions for
improvement, wherever appropriate,
