Raising of the <br />lagoon dikes would not be required since there is presently 3-feet of <br />freeboard. Under existing conditions, discharge form each of the lagoons <br />is effected by allowing the effluent to pass over the rim of a standpipe <br />thence into an outfall pipe connected to an open ditch. To prevent the <br />existing drains from discharging into the internal drainage ditch and to <br />provide a means of surcharging the lagoons, an extension would be' added <br />to the standpipes. Top elevation of the extension would be set at the <br />top of the surcharge pool. The standpipes would act as emergency spill- <br />ways in the event the surcharge pool was exceeded.
