<br />For certain streams in the study, the results of hydrologic analyses
<br />and flood elevations and boundaries, prepared by the COE, were
<br />reviewed. As a result of this review and coordination with FEMA,
<br />CWCB, and the COE, portions of the information supplied were used in
<br />this Flood Insurance Study. Analyses of streams where development
<br />has substantially altered the drainage basin, or where no existing
<br />hydrologic and hydraulic intormat;;on was available, were carried out

<br />2.1 Scope of Study
<br />
<br />This Flood Insurance Study covers, the incorporated area of the City
<br />of .colorado Springs, E1 Paso County, Colorado. The area of study is
<br />shown on the Vicinity Map (Figure 1).
<br />
<br />Areas excluded from this study lying within the corporate limits of
<br />Colorado Springs were Peterson Air Field, Garden of the Gods Park,
<br />North Cheyenne Canyon Park, and Palmer Park.

<br />Floods caused by overflow of Fountain, Monument, Camp, Spring, Sand,
<br />Douglas (North and South), Kettle,' Bear, Cheyenne, Pine, North Pine,
<br />Dry, North Channel Dry, North Fork Dry, South Valley Dry, and
<br />Cottonwood Creeks, Rockrimmon and Mesa Basins, Peterson Field
<br />Drainage, Pine Creek Overflow, Templeton Gap Flooqway, South Shooks
<br />Run, and Big Valley were studied in detail.

<br />The areas studied by detailed mel;hods were ~e1ected
<br />given to all known flood hazard areas and areas
<br />development or proposed construction through May 1991.

<br />2.2 Community Description
<br />
<br />The City of, Colorado Springs is: located in west-central E1 Paso
<br />County in central Colorado, and it is the county seat. The city had
<br />a population of 215,150 in 1980 (Reference 1).
<br />
<br />Founded in 1917, Colorado Springs was planned to be more decorous and
<br />moral than the nearby mining town' of Colorado City, which had been
<br />established by gold seekers in, 18S9. In 1917, Colorado City became
<br />the western portion of Colorado Spr~ngs.

<br />Two events have significantly affjacted the development of Colorado
<br />Springs. In 1891, discovery of the incredibly rich ,Cripple Creek
<br />gold fields, roughly 20 miles we'st of the Colorado Springs area,
<br />brought wealth and an initial era, (1891-1910) of explosive growth.
