1. 0 INTRODUCTION

1.1 Purpose of Study

This Flood Insurance Study revises and updates a previous Flood
Insurance Study/Flood Insurance Rate Map for the Town of Castle
Rock, Douglas County, Colorado. This information will be used by
Castle Rock to update existing flood plain regulations as part of
the regular phase of the National Flood Insurance Program (NFIP).
The information will also be used by local and regional planners
to further promote sound land use and flood plain development.

In some states or communities, flood plain management criteria or
regulations may exist that are more restrictive or comprehensive
than the minimum Federal requirements. In such cases, the more
restrictive criteria take precedence and the State (or other juris-
dictional agency) will be able to explain them.

1.2 Authority and Acknowledgments

The sources of authority for this Flood Insurance Study are the
National Flood Insurance Act of 1968 and the Flood Disaster Protec-
tion Act of 1973.

The hydrologic and hydraulic analyses for this study were performed
by Howard, Needles, Tammen & Bergendoff, under Contract No. H-
4016. That work was completed in July 1977.

The hydrologic and hydraulic analyses for portions of the streams
studied by approximate methods were performed by J.F. Sato and
Associates, Inc., for the revised Type 19 Flood Insurance Study
for the unincorporated areas of Douglas County, ColoradO, for the
Federal Emergency Management Agency (FEMA). That work was completed
in August 1985.

Hydrologic information was obtained from the initial Castle Rock
Flood Insurance StUdy, the Douglas County Flood Insurance Study,
and previous Urban Drainage and Flood Control District (UDFCD)
reports.

The major portion of the hydraulic analyses was taken directly
from the initial Castle Rock Flood Insurance Study and UDFCD reports.
The balance of the analyses was developed by J.F. Sato and Associ-
ates, Inc.

1.3 Coordination

On September 15, 1977, the results of the initial Flood Insurance
Study were reviewed at a final community coordination meeting
