L

SAN MIGUEL WATER SUPPLY STUDY: A CASE STUDY IN
NON-STRUCTURAL ALTERNATIVES FOR IMPROVED
IRRIGATION WATER SUPPLIES

by

Jerry F. Kenny1), William E. Green2), & Daniel W. BOYd3)

ABSTRACT

The San Miguel study area is located in southwestern Colorado sixty miles south of Grand
Junction. Irrigated agriculture has been practiced in the study area since the late 1800's.
Investigations of alternatives for developing additional water supplies in the study area were
undertaken by the U.S. Bureau of Reclamation (USBR) beginning in the 1950's and were
completed in 1982. Most alternatives involved mainstem reservoirs, none of which were found
to be economically feasible.

i
i
i
I

I

I

I

Subsequent investigations undertaken by the Colorado Water Conservation Board (CWCB)
have concentrated on smaller, less expensive project configurations which do not involve
main stem reservoirs. Alternatives which utilize existing sources of water with improvements
and expansions of existing facilities are the preferred option. Conservation, improved water
management techniques, modifications to system operations, and other non-structural
measures appear to be viable options for significantly improving the reliable yield of the existing
systems prior to making any structural modifications.

I
I'

,

I:
I
,
,

1) Senior Engineer, Boyle Engineering Corporation
2) Senior Water Resources Engineer, Colorado Water Conservation Board
3) Managing Engineer, Boyle Engineering Corporation
