Box 1190 <br />Fort Collins, Colorado 80522 <br /> <br />Community: Larimer County, Colorado <br />Community No.: 080101 <br />Panels Affected: 0244 Band 0244 <br />Ef~ective.~ate of SE PO 8 1997 <br />This RevIsIOn: <br /> <br />102-I-A-C <br /> <br />Dear Mr. Disney: <br /> <br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective <br />Flood Insurance Rate Map (FIRM), Flood Boundary and Floodway Map (FBFM), and Flood Insurance Study <br />(FIS) report for your community in accordance with Part 65 of the National Flood Insurance Program (NFlP) <br />regulations. In a letter dated January 22, 1997, Mr. Donald N. Taranto, P.E., Principal, TST, Inc., requested <br />that FEMA revise the FIRM, FBFM, and FIS report to show the effects of more detailed topographic <br />information along the Big Thompson River from approximately 1,340 feet downstream of West First Street <br />to approximately 710 feet downstream of Wilson Avenue. The more detailed topographic information was <br />based on data entitled "Request for a Conditional Letter of Map Revision for the Big Thompson River, " <br />prepared by Galloway, Romero & Associates, dated August 1996, submitted to support a Conditional Letter <br />of Map Revision (CLOMR) request (Case No. 96-08-363R) and the study entitled "Big Thompson River" <br />prepared by Resource Consultants, Inc., dated December 1981. The revised existing conditions hydraulic <br />model from the Galloway, Romero & Associates study and more detailed topographic information from both <br />documents were used as the basis for this revision request. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Richard A. <br />Dvorak, TST, Inc. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM, FBFM, <br />and FlS report. We have revised the FIRM, FBFM, and FlS report to modify the floodplain and floodway <br />boundary delineations and zone designations of the flood having a I-percent chance of being equaled or <br />exceeded in any given year (base flood) along the Big Thompson River. As a result of the modifications, the <br />base flood elevations (BFEs) for the Big Thompson River increased in some areas and decreased in other <br />areas; the width of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, <br />increased in some areas and decreased in other areas; and the width of the regulatory floodway increased in <br />some areas and decreased in other areas. The modifications are shown on the enclosed annotated copies of <br />FIRM Panel(s) 0244 B, FBFM Panel(s) 0244, Profile Panel(s) lOP through 13P, and affected portions of the <br />Floodway Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel(s) <br />of the effective FIRM and FBFM, both dated April 2, 1979, and the affected portions of the FlS report dated <br />July 17, 1997. <br /> <br />Because this revision request also affects the City of Loveland, a separate LOMR for that community was <br />issued on the same date as this LO MR. <br />
