<br />PUBLIC NOTICE <br /> <br />Public notification is hereby given of the Federal Emergency Management Agency's (FEMA's) intent to <br />provide assistance to eligible local governments, and State agencies proposing projects to rednce future <br />flood damage. FEMA's Flood Mitigation Assistance (FMA) program provides funding to assist States and <br />communities in implementing measures to rednce or eliminate the long-term risk of flood damage to <br />buildings, manufactured homes, and other structures insurable under the National Flood Insurance Program <br />(NFIP), FEMA provides assistance in accordance with the Robert T. Stafford Disaster Relief and <br />Emergency Assistance Act, Public Law 93-288, as amended <br /> <br />The President's Executive Order 11988 on Floodplain Management requires that all Federal actions in the <br />floodplain or affecting the base flood elevation be reviewed for opportunities to relocate structures out of <br />the floodplain to minimize future damage from flooding, Executive Order 11990 requires all Federal <br />action to give consideration to wetland areas and to develop alternate prQject plans to protect wet1ancjs, <br /> <br />The Town of Silver Plume is located in Clear Creek County in Colorado, The town of Silver Plume lies in <br />the 100 year flood plain, it is also hit annua1lywith consistent high waters and flooding where erosiop has <br />taken a great toll. The velocity of the water during spring thunderstonns and snow melt rage through the <br />town eroding at the creek banks and at the ground that supports several Historic structure~ a1ong.the.creek <br />side, <br /> <br />FEMA is required under the National Emdronmental Policy Act (NEP AJ to review all alternativys for <br />possible solutions to the damage caused by flooding. Three alternatives were reviewed A No-ACtion <br />Alternative, which considered the consequences of taking no action and an Elevation-Bank stabi~tion <br />project, which includes 3 NF1P-insured structures, . <br /> <br />Required agencies have been contactedfor rnn.irleT'ltion of these a1tematives. Based.upon their coll1ll'ents, <br />and the precautionary and mitigating measures recommended, there does not appear to be any significant <br />environmental impact associated with any of the alternatives. <br /> <br />Public comment is invited on any of the alternatives listed or other possible alternatives, Interested persons <br />may obtain more detailed ioformation about this action and its specific 1ocation fromFEMA's Region VIII <br />Office, located at the Denver Federal Center, P,D. Box 25267, Denver Colorado, 80225 or by calling <br />303/235-4830 between the hours of 8:00 a,m.and4:30 P,nL (MS1) Monday through Friday, COlIIll!ents <br />about this project should be submitted in writing to Bob Cox, Environmental Officer, at the above address <br />within fifteen (15) days of this notice. <br />
