<br />triggered the alarm since its installation. Mr. Randle indicated that the current status of the <br />system is unknown. <br /> <br />The Corps makes periodic inspections of the Project. Inspections have been made in May <br />1981, January 1983, July 1984, April 1985, June 1987, December 1988, September 1989, <br />September 1990, and June 1994. A Colorado Water Conservation Board staff member <br />accompanied the Corps representatives on the June :i 994 inspection. Copies of the trip report by <br />the Board representative and the Corps inspection report are on file in the Board office, <br /> <br />HYDROLOGIC AND HYDRAULIC ANALYSES <br /> <br />Topographic Base Mapping <br /> <br />The Corps topographic base maps meet the Board's requirements for detailed floodplain <br />information. The General Plan had a scale of 1 inch = 500 feet and a contour interval of 10 feet. <br />The topographic base map used for Plan and Profile of the levee and related facilities had a scale <br />of 1 inch = 100 feet and contour interval of 2 feet. <br /> <br />Hvdrologic Analvsis <br /> <br />The Corps carried out detailed hydrologic studies in support of the Holly Flood Control <br />Project. These studies meet the Board's requirements for detaiIed floodplain information. <br />Hydrologic information is sununarized in the following paragraphs. <br /> <br />Drainage Area - John Martin Reservoir, which lies 54 river miles upstream from Holly, <br />controls the Arkansas River. Drainage areas pertinent to this Report are: <br />Between John Martin Reservoir and Holly 0' 5,508 square miles', <br />Wild Horse Creek 210 square miles, <br />Two Butte Creek 0' 900 square miles. <br /> <br />Drainage Basin Conditions - Topography of the drainage basin is predominently gently <br />rolling with an eastward slope. The semiarid conditions result in sparsely vegetated land. Loss <br />rates and infiltration rates are: <br />Initial losses - 1.00 inch, <br />Average Hourly Infiltration Rate - 0.25 inch. <br /> <br />Unit Hydrographs - Synthetic unit hydrographs were used in the hydrologic analysis for <br />the Holly Flood Control studies. The Corps developed them by regression analyses during studies <br />of the Purgatorie River at Trinidad, Colorado, and th(~ Arkansas River at Dodge City, Kansas. <br /> <br />'The drainage area of 5,508 square miles includes the Wild Horse Creek drainage area and <br />the Two Buttes Creek drainage area. <br /> <br />7 <br />
