<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />VI-3 <br /> <br />RECOMMENDED IMPROVEMENTS <br />A reach by reach description of the selected plan is presented herewith. <br />Further details may be found in the commentaries which accompany the plan <br />and profile drawings in Appendix C. It must be emphasi zed that the plan is <br />comprised of non-structural measures as well as structural measures. Non- <br />structural measures which are of critical importance to the sel ected pl an <br />are regul ation of the 100-year floodpl ain, encouragement of the purchase of <br />flood insurance, a flood awareness campaign and deve10pnent of a flood <br />warning system for C1 ear Creek. For example, under the interim p1 an of <br />improvements for Reach I specific areas are protected against flood damage <br />but no major modification is made to the existing channel and its <br />structures. Thus the existing 100-year floodplain limits remain under the <br />interim plan and must be regulated. Similarly, if the long term plan is <br />implemented in stages, it is likely that a residual 100-year floodplain will <br />remain which must be enforced until all of the improvements are completed. <br /> <br />The Proposed Growth and Deve10pnent P1 an for the Ci ty of Golden (Reference <br />22) points out that thi s City's housing and popu1 ation growth rate is <br />forecast to increase substantially by the year 2000. Accompanying this <br />increase in popu1 ation will be a demand for more parks and recreation area. <br />In addition, Golden is one of the few communities in the Denver Metropolitan <br />Area with a centrally located downtown area that is the focus of the <br />community. The creation of a downtown Golden revita1 ization district has <br />been recommended as the means for the City to maintain its retail market <br />share in the face of increased regional shopping center competition. <br /> <br />Erosion and sediment control measures are an important aspect of the <br />se1 ected p1 an. Channel and bridge improvements should be constructed wi th <br />adequate provisions for control of sediment. In addition, new deve10pnent <br />within the study area watershed should provide on-site erosion control <br />during construction to 1 imit the amount of silt washed into Clear Creek, <br />particu1 ar1y during frequent runoff events. <br /> <br />The recommended Long Term Alternative for Reach I of upper Clear Creek <br />addresses both of the above described goal s. It would provide additional <br />recreational open space for the growing population and provide a pedestrian/ <br />bicycle transportation link to the future Tucker Gulch trail and the entire <br />Regional Trail System for the Denver Metropo1 itan Area. Because of C1 ear <br />Creek's close proximity to downtown Golden, an attractive water front park <br />which attracts people can also benefit the revitalization of the central <br />business district. <br /> <br />Reach I (Upstream Golden City Limit to Tucker Gulch, Station 885+00 to <br />Station 955+00) <br /> <br />The mu1 ti purpose aspects of the long term p1 an for Reach I provide oppor- <br />tunities for utilization of funding from multiple sources. That is, non- <br />drainage re1 ated funding sources can be uti1 ized to supp1 ement the costs of <br />the long term improvements along Clear Creek. Right-of-way costs can be re- <br />duced by direct donations, or indirectly by developer utilization of the <br />floodp1 ain area to fu1 fi 11 open space requirements. Federal and State high- <br />way funding can be util ized for bridge improvements under certain condi- <br />tions. In addition, park and open space funds can be app1 ied to the long <br />term p1 an for developnent of the C1 ear Creek corridor as a 1 i near park. <br /> <br />The selected dual p1 an is comprised of a long term plan and an interim plan. <br />The long term p1 an cOOlbines bridge improvements at Ford Street and Washing- <br />ton Avenue with a lOO-year capacity grass-lined channel. This plan effec- <br />tively reduces the flood hazard through Golden by confining the 100-year <br />flow to the channel area and minimi zing the backwater effects at Ford Street <br />and Washington Avenue. <br /> <br />The interim p1 an for Reach I focuses immediate improvements at key areas to <br />reduce flood damages. Under this p1 an the following structures will be <br />flood proofed: <br />
