<br />proofing of municipal and publ ic buildings, and designates structural im-
<br />provements at the water treatment pl ant berm and at the Ford Street and
<br />Washington Avenue bridges. In addition, owner floodproofing measures and
<br />f.1ood insurance should be encouraged for the private sector, and participa-
<br />tion in a regional flood warning system is recommended. Implementation of
<br />the interim plan would not alter the limits of the 100-year floodplain, but
<br />nevertheless would reduce lOO-year flood damages. It is important for the
<br />City to recognize the limitations of the interim plan and maintain the long-
<br />term plan as a goal for flood control along Clear Creek. Funds should be
<br />set aside whenever possible for future construction andlor right-of-way pur-
<br />chase along the Clear Creek corridor.

<br />The Phase A Report, publ ished in February 1982, defined drainage problem
<br />areas and presented alternative solutions for review. Following examination
<br />of the costs and benefits of each alternative, a plan was selected and
<br />accepted by the City of Golden, Jefferson County and the Urban Drainage and
<br />Flood Control District.
<br />

<br />from the City of Golden, Adolph Coors Industries and Jefferson County for
<br />the outstanding support and cooperation we received during this project. It
<br />has been a pleasure to be involved with this Major Drainageway Plan and we

<br />This Phase B Report contains the selected Major Drainageway Plan for Clear
<br />Creek - Youngfield through Golden. Plan and profile drawings have been pre-
<br />pared to show the location and extent of the major drainageway improvements.

<br />costs accompanies each drawing.

<br />The selected plan within the City of Golden contains a long-term strategy
<br />which effectively reduces 100-year flood damages by construction of bridge
<br />improvements at Ford Street and Washington Avenue and a 100-year capacity
<br />grass-lined channel. However, due to the high cost of right-of-way acquisi-
<br />tion and construction of these improvements, a cost effective interim plan
<br />was al so recommended. The interim pl an concentrates flood hazard mitigation
