City officials have also <br />requested assistance from the D,S, Army <br />Corps of Engineers to study problems in one <br />basin of the city, and recently hired an engi- <br />neering firm to prepare a drainage master <br />plan and design initial improvements in an- <br />other basin. <br /> <br />Canon City - 1993 Flood <br /> <br />Preparedness Activities <br /> <br />During May of 1993, the Colorado Office of <br />Emergency Management conducted a flood <br />preparedness meeting with Canon City offi- <br />cials and homeowners. Earlier snowpack con- <br />di tions in the Arkansas River Basin indicated <br />a potential for flooding in Canon City. The <br />meeting was similar to others that had been <br />held around the state in preparation for <br />spring floods expected as a result of the higher <br />than average snowpack in the mountains. <br /> <br />The Office of Emergency Management was <br />accompanied by the Federal Emergency Man- <br />agement Agency (FEMA) and the American <br />Red Cross representing the volunteer agen- <br />cies in Colorado. Over 50 residents of Canon <br />City attended the evening meeting in council <br />chambers. Officials and residents were in- <br />formed of inexpensive ways to reduce dam- <br /> <br />,I <br /> <br />ages to property. Building brick walls around <br />window wells and entrances to basements is <br />one way to protect against flooding. Several <br />persons inquired about sewer back-up and <br />other problems related to the flood of 1991. <br />Many questions regarding flood insurance <br />were also answered. <br /> <br />Action Items for Canon City <br /> <br />There are many ways to reduce flood hazards. <br />These include wise land use planning, drain- <br />age improvements, structural improvements, <br />emergency preparedness, and public aware- <br />ness and education. Most community flood <br />hazard planning should contain all these ele- <br />ments. However, this report, compiled over a <br />year after the August 1991 flood, has identi- <br />fied that Canon City is still very much at risk, <br />Only a few residents have implemented the <br />suggested mitigation measures to protect <br />their homes and property. More public assis- <br />tance may be necessary for structural mitiga- <br />tion actions to occur. The 'Colorado Office :of <br />Emergency Management has prepared a list <br />of suggestions that Canon City can take to <br />mitigate flood hazards. <br /> <br />11 <br />
