<br />SPECIAL FLOOD HAZARD INFORMATION <br />ARKANSAS RIVER AND TRIBUTARIES <br /> <br />GREAT BEND, KANSAS TO JOHN MARTIN DAM, COLORADO <br /> <br />INTRODUCTION <br /> <br />, <br /> <br />I. GENERAL.- This report presents information on the flood <br /> <br /> <br />hazard areas that adjoin the Arkansas River and its tributaries <br /> <br /> <br />from Great Bend, Kansas to John Martin Dam, Colorado (see Plate <br /> <br /> <br />A-l). Its contents appear as Appendix A in the "Review Survey <br /> <br /> <br />for Flood Control and Allied Purposes, Arkansas River and Tribu- <br /> <br /> <br />taries, Great Bend, Kansas to John Martin Dam, Colorado~1l The <br /> <br />, <br />~ <br /> <br />survey report proposes plans of improvement and recommends that <br /> <br /> <br />local interests adopt and enforce nonstructural measures in cer- <br /> <br /> <br />tain reaches. These measures would minimize future damages in <br /> <br /> <br />the study area from a flood expected to occur once in 100 years. <br /> <br /> <br />The guidance herein is designed to assist in the planning and <br /> <br /> <br />adoption of such flood plain management techniques, both before <br /> <br /> <br />and after construction of the recommended Federal flood control <br /> <br /> <br />projects, as may be most advantageous in establishing control <br /> <br /> <br />over the community's flood prone lands. <br /> <br /> <br />2. Basic objectives of this report are to: (1) provide defin- <br /> <br /> <br />itive flood hazard information on the areas subject to inundation <br /> <br />. <br /> <br />in a manner easily understood by the layman; (2) encourage optimum <br /> <br /> <br />and prudent use of flood plain lands by providing State and local <br /> <br /> <br />agencies a factual basis for reducing flood damages and hazards <br /> <br /> <br />through carefully considered, well-planned regulations governing the <br /> <br /> <br />use of flood plains; (3) publicize available information on the use <br /> <br /> <br />and hazards of the flood plains in a manner to enlist the support of <br /> <br />. <br /> <br />private citizens and other concerned nongovernmental interests; and <br /> <br />(4) reduce expenditures on flood control projects for the protection <br /> <br />of developments which should not be built within the flood plains. <br /> <br />A-l <br />
