<br />I <br />I <br />I <br />I <br />* <br />, <br />I <br />I <br />I <br />I <br />I' <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />UKAt" I U <br /> <br />DOOK VI - eStimatiOn OT Large (0 txtreme t"lOOOS <br /> <br />Preface to ARR98 <br /> <br />The 1987 edftion of Australian Rainfall and Runoff (ARRa7) was the culmination of millions of dollars of professional <br />inputs and represents what was then the state-of-the-art of engineering practices in flood estimation in Australia_ <br /> <br />-, <br /> <br />Since 1987 there have been continuing developments of improved procedures fDr flood estimation which should be <br />incorporated into Australian Rainfall and Runoff (ARR)_ At the present time these developments dD not justify a <br />complete revision of the full document The National Committee on Water Engineering of the InstHution of Engineers, <br />Australia views ARR as a 'living' document which needs tD be regularly updated, with some chapters possibly <br />undergoing extensive revision in the future to reflect current best practices_ It is envisaged that the future revisions of <br />ARR will be carried out progressively on an industry needs basis and subject to the availability of new procedures which <br />improve current practices in flood estimation_ <br /> <br />To facUitate this progressive revision Df ARR, the NCWE decided that the 1998 edition of Australian Rainfall Runoff <br />(ARR98) should be published in a different format to that of ARR87_ The 14 chapters of ARR87 have been regrouped <br />into eight separate bDOks on individual aspects of rainfall, runoff and flood estimation_ The 14 chapters in ARR87 have <br />been regrouped as follows: <br /> <br />Book I Introduction - incorporating chapter 1 of ARR87 <br /> <br />Book II Design Rainfall CDnsiderations - incorporating chapters 2, 3 & 6 of ARR87 <br /> <br />Book III ChDice of Flood Estimation Methods and Design Standards - incorporating chapters 11 & 12 of ARR87 <br /> <br />Book IV Estimation of Design Peak Discharges - incorporating chapters 5 & 1 0 of ARR87 <br /> <br />Book V Estimation of Design Flood Hydrographs - incorporating chapters 7, 8 & 9 of ARR87 <br /> <br />Book VI Estimation of Large to Extreme Fioods - incorporating the revised chapter 13 of ARR87 <br /> <br /> <br />Book VII Aspects of Hydraulics Calculations - incorpDrating chapter 4 of ARRa7 <br /> <br />Book VIII Urban Stormwater Management - incorporating chapter 14 of ARR87 <br /> <br />The publication of ARR98 in this format will, in the future, allow individual bODks to be reviewed, revised and updated <br />progressively as required_ You will find the content in this edition of ARR is the same as that in ARR87_ <br /> <br />The revision prDcess has already commenced, and Book VI on the Estimation of Large to Extreme FloDds has now <br />been revised. Chapter 10 of ARR87 (Book IV) on Flood Frequency Analysis is currently being reviewed for possible <br />revision. A revision team from the University of Melbourne, Newcastle University and MDnash University is undertaking <br />this project. It is expected that Book IV Section 1 will be updated following the completion of the revision to Book IV <br />Section 2, thus bringing Book IV up to current best practice_ <br /> <br />In all cases the revision process is undertaken in two general stages_ The first is a review of the current document to <br />examine its adequacies and to identify the scope of any future revision_ The scope of the revision is then sent to <br />reviewers acting on behalf of the NCWE for comments and ultimately for modifications leading to the finalisation of the <br />scope of the revision for the particular book_ The revision is then undertaken in accordance with the scope of the <br />revision by a revision team. On completion of the revision, the revised document is submitted for general review by the <br />NCWE or reviewers acting on its behalf. Their comments are incorporated into the final document before it is published_ <br /> <br />Throughout the revision process, wide consultations is to be carried out by the revision teams to involve practitioners <br />and other stakeholders, and to inform them of the nature of propDsed revision and seeking their input The NCWE is <br />committed to ensuring that ARR continues to represent best engineering and hydrological practices, and tD provide <br />state-of-the-art guidance for the estimation of floods in Australia_ <br /> <br />The NCWE is confident that you will find ARR continues to be useful and relevant to your practice as it has been in the <br />past, but with the added flexibility of a regular updating of ARR to reflect new ideas and technology to the industry in a <br />timely manneL <br /> <br />Ross Knee <br />-Chairman <br />ARR Advisory Panel <br /> <br />Dr Tony H.F, Wong <br />Chairman <br />National Committee on Water Engineering <br />
