<br />~ <br /> <br />Part 4 <br /> <br />DESCRIPTION OF THE PROPOSED PROJECT <br /> <br />A. Detailed Description of tbe Project: <br /> <br />This document has been prepared to demonstrate the efficacy of providing funding under <br />the Federal Emergency Management Agency's 404 Hazard Mitigation Program for <br />floodproofing in the City of Fort Collins, Colorado. The $60,000 grant being requested <br />would consist of $45,000 in FEMA funds and $15,000 in local funds <br /> <br />The project will be located entirely within the corporate limits of the City of Fort Collins. <br />Specific areas which are prone to shallow flooding are shown on Map 4 and "City of Fort <br />Collins Flooding Sources" and listed below <br /> <br />. <br /> <br />Old Town Basin - commercial and residential area located in the original <br />business district just south of the Cache La Poudre River <br />East Plum drainage (within Old Town Basin) - generally residential area <br />located east of College A venue. The lowest part of the drainage roughly <br />follows Plum street to Riverside Avenue and the Cache La Poudre River <br />West Vine Drainage - generally residential and undeveloped area on the <br />northwest City limits. <br />Dry Creek Basin - generally industrial/commercial area and northern <br />tributary that parallels the Cache La Poudre River for approximately three <br />miles. The lack of defined drainageway creates a wide floodplain. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />~ <br /> <br />Other areas of shallow flooding are in: <br /> <br />. Canal Importation Basin (includes Clearview, Fairbrooke and Plum <br />Channels) which is generally a residential area located on the west side of <br />the City and impacted by the New Mercer Canal, Larimer County Canal <br />#2, and Pleasant Valley and Lake Canal. <br /> <br />In addition to the areas mentioned above, localized conditions may exist outside of these <br />areas which produce flooding during sudden rainfall events. <br /> <br />In all, approximately 2,823 acres of the City are designated floodplains and hundreds of <br />acres outside those floodplains are subject to some level of shallow flooding_ <br />Reconnaissance of these areas has confirmed the potential for structure flooding due to <br />shallow flooding. A photo log that illustrates conditions in the areas prone to flooding is <br />attached after P ART 13 at TAB 3. <br /> <br />The City has earmarked all of the grant funds ($45,000) for actual floodproofing and 100 <br />percent of the matching City funds ($15,000) for City staff and consulting services. The <br />objectives of the program are to: <br /> <br />. Familiarize owners of property that is subject to repetitive losses from <br />flooding with floodproofing methods that may be appropriate for their site. <br /> <br />8 <br />
