Tbe engineering and surveying
finn of Ponderosa Engineering, located in Canon City, Colorado, has been under
contract to Fremont County and the City of Canon City for the perfonnance of
certain photogramrne~ric and survcy:::"ng work. These contx.:Jctccl services were
planned for use by the local governments, other engineers, and this board for
the performance of certain engineering studies. The photogrammetric services
were contracted between Ponderosa Engineering and Fremont County and the City
of Cunon City July 23, 1979, and Ja~uary 30, 1980, with completion dates of
September 15, 1979, and ~larch 1, 1980, respectively.

Huch time and effort have been spent by this board and others to communicate
with Mr. Chuck Rupp of Ponderosa Engineering (see the attached correspondence)
to obtain a satisfactory tinal prod~ct, This board perfor.ned a mapping check
for compliance with the required mapping accuracy. The checks showed that a
number of the maps do not meet "Kational Map Accuracy Standards." This charge
was further substantiated by an independent check that was performed by M&I
Consulting Engineers of Fort Collins, Colorado, As of this date, Ponderosa
j~llgineering Iws done very little toward solving the mL.lpping discrepancies and
providing acceptable maps.

The following projects have been delayed and are subject to a loss in
funding:

C\,CB Floodplain InfonnationStudy

FEl1A Flood Llsurance Study

Eastern Fremont County Metropolitan Sewer District Study
(for a $12,000,000 sewer project, to be funded by EPA)

Canon City Drainage Study

COLORADO WATER CONSERVATION BOARD, Frederick V, Kroeger, Chatrman
Robert A.
