WHEREAS, the United States Army Corps of Engineers,
Sacramento District, completed in June, 1974, a floodplain informa-
tion report entitled "Flood Plain Information, Durango, Colorado,"
which includes the Animas River, Lightner Creek, Dry Gulch, and
Junction Creek; and

WHEREASZ the Colorado Water Conse1:'Vation Board, at the
request of the An~mas Regional Planning Commission, by resolution
adopted December 4, 1974, approved and designated the floodplains
described in said report; and .

WHEREAS, a new report entitled "Flood Hazard Information,
Durango, Colorado," dated May, 1977, has been prepared by the
United States Army Corps of Engineers, Sacramento District, at the
request of the City of Durango and the Animas Regional Planning
Commission, which report updates and revises the previous informa-
tion for the Animas River, Junction Creek, and Dry Gulch as
) prepared by the Corps of Engineers; and

WHEREAS, said report describes and outlines the floodplain
data and information for the storm and floodwater runoff channels
or basins of the study area; and

WHEREAS, the Board of County Commissioners of La Plata
County has requested the Colorado Water Conservation Board to
designate and approve the floodplain areas as set forth in the
aforesaid report; and

WHEREAS, Section 37-60-l06(1), Colorado Revised Statutes
1973, requires the Colorado Water Conservation Board to assist in
the prevention of floods and flood damages therefrom; and

Revised Statutes 1973, provide that such legislative bodies of
local jurisdictions may provide zoning regulations for land uses
on or along any storm or floodwater runoff channel or basin
only after designation and approval by the Colorado Water
Conservation Board; and

WHEREAS, Section 37-60-l06(1)(c), Colorado Revised
Statutes 1973, directs the Colorado Water Conservation Board to
designate and approve storm or floodwater runoff channels or basins
and to make such designations available to legislative bodies of
local jurisdictions; and
