The Chase appraisal was based on an <br />assumption that none of the land being acquired was suitable for building, which <br />assumption was contested by the owner. George E. Prine, Jr., P.E., and in charge of the <br />land development department of Greenhorne & O'Mara consulting engineers was <br />retained by the Board to analyze the development potential of the parcel. His finding <br />showed that 1.80 of the 3.88 acres could be developed with the result that the value of <br />the parcel was recalculated and the value was established at $79,976. Final cost was <br />$79,949.34. <br />
