Tnepre. <br />viously completed first phase was directed to gathering the basic facts <br />(Reference I). Hydrologic and hydraulic analyses were conducted to deter- <br />mine water surface elevations and to delineate the flooded area boundaries <br />to reduce potential flood damageS. This second phase is directed toward <br />formulating alternate flood control and drainage plans for wise management <br />of the floodplain and rapidly developing urban drainage area in and around <br />the City of Montrose. <br /> <br />Authoriziltion <br />This report was authorized by the Colorado Water Conservation Eoard <br />in joint sponsorship with the City of Montrose, Colorado, and Montrose <br />County, and the CaloradoDep.artment of local Affairs. Sper.ifictaskswere <br />performed according to the terms of a contract between the Colorildo Water <br />Conservation Board and Gi ngery Associates, Inc. da ted ~larch 1, 1'180. The <br />Bodrd's power and duty is: <br />". ..to devise and formulate methods, means and plans for bringing <br />about the-greater utilization of the wat~rs of thp state a~d the pre- <br />vention of flood damages therpfrom and to designate and approvc <br />storm or floodway runoff channels or basins, and to make such desig- <br />natIons available to legislative bodies of cities and incorporated <br />towns; to county planning commissions; and to boards of adjustment <br />., . <br /> <br />, <br /> <br />. <br />~ <br />i <br />a <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />of cities; incorporated towns; <lnd counties of this state..." <br /> <br />as stated in Section 37-60-106 (l)(c) of the Colorado Revised Statutes 1973. <br />The cities, incorporated t01o.'ns, and counties within the study ~re~ <br />may provide zoning regulations. . . <br />" to establish, regulate. restrict, and limit such uses on or <br />along any storm o~ floodwater runoff channel or basin, as such <br />storm or floodwater runoff channel or basin has been designated <br />and approved by the Colorado Water Conservation Board, in order to <br />lessen or avoid the hazards to persons and damage to property re- <br />sulting from the accumulation of stonn or floodw<lters. . ." <br /> <br />as stated in Section 30-28-111 for county governments and Section 31-23-301 <br />for municipal govern~nts of the Colorado Revised Statutes 1'173. <br /> <br />Objectives <br />The specific ohjectives of the flood control and dr~inage plan pre- <br />sented in this study are listed below: <br />A. To redt./ce the threat to hUm<ln life, personal injury, or related <br />health hazards due to floods. <br />B. To reduce ur prevent flood damage and ~intenance requirements <br />to public and private property and facilities. <br />C. To reduce traffic hazards and public inconvenience from flood <br />waters and enhance emergcncy vehicle movew~nt during floods. <br />D. To preserve the ecological ~nd environmental values of natural <br />floodplain areas and enhancerecreatlonal opportunities. <br />L To irnprove the quality of water resources by reducing sediment, <br />salt, and other materials carried by storm and floodwaters. <br />F. To make effective u~e of public funds and enMnce the v~lue of <br />land and other property in the co~unity. <br /> <br />,5. <br />
