Webb
Mayor, City and County of Denver
1437 Bannock Street, Suite 350
Denver, CO 80202

Community: City and County of Denver, CO
Community No.: 080046
Panels Affected: 0006 D and 0012 F
Effective Date of APR 2 42003
This Revision:

102-I-A-C

Dear Mayor Webb:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated
January 30, 2003, Mr. Jay Peters, P.E., Water Resources Engineer, Matrix Design Group, Inc., requested
that FEMA revise the FIRM and FIS report to show the effects of the Westerly Creek Channel
Restoration-Phase I along Westerly Creek from the confluence with Sand Creek to just downstream of
Montview Boulevard. This request follows up on a Conditional Letter of Map Revision issued on
January 14, 2003.

The Special Flood Hazard Area (SFHA), the area that would be inundated by the flood having a I-percent
chance of being equaled or exceeded in any given year (base flood), along Westerly Creek from
approximately 1,500 feet upstream of the confluence with Sand Creek to the City and County of
Denver/City of Aurora corporate boundary is designated Zone A, an SFHA with no Base Flood Elevations
(BFEs) determined, on the effective FIRM. Based on the revised hydraulic analysis, BFEs and a
regulatory floodway were established for this reach. The SFHAs along the remainder of the revised reach
are designated Zone AE, SFHAs with BFEs determined.

All data required to complete our review of this request were submitted with letters from Mr. Nickolas E.
Skifalides, P.E., Deputy Manager, Wastewater Management Division, Department of Public Works, City
and County of Denver; Mr. Peter D. Binney, P.E., Director of Utilities, City of Aurora; and Mr. Peters.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective FIS report. We have revised the FIRM and FIS report to modify or establish the elevations,
floodplain and floodway boundary delineations, and zone designations of the base flood along the revised
reach of Westerly Creek. As a result of the modifications, the BFEs for Westerly Creek and the widths of
the SFHA and the regulatory floodway increased in some areas and decreased in other areas. The
modifications are shown on the enclosed annotated copies of FIRM Panels 0006 D and 0012 F; Profile
Panels 93P(a), 93P(b), 93P(c), 93P(d), and 94P; and affected portions of the Floodway Data Table.
