<br />, <br /> <br />" <br /> <br />FOREWARD <br /> <br />The ~uccessful functioning of a Flood Protection System is not assured by <br /> <br />mere construction of any adequate system of levees, and related <br /> <br />appurtenances. If the system is to function, it must be carefully maintained <br /> <br />throughout periods of little or no rainfall runoff and properly operated <br />during flood periods. Failure to do so can result in severe losses in <br /> <br />property and life and may undermine the confidence of the citizens in their <br /> <br />reliance of the system. The necessity for proper continuous maintenance can <br /> <br />not be too highly stressed in view of the fact that considerable damage may <br /> <br />be incurred through failure of a minor element of the system at flood times <br /> <br />caused by neglect, deterioration, or damage that could have been prevented by <br /> <br />proper maintenance. Proper maintenance and operation requires that <br /> <br />responsible local persons have a thorough understanding of the functions of <br /> <br />the various units of the system and the knowledge of best methods of <br /> <br />maintaining the system and operating it during flood emergencies. It is with <br />this purpose in mind that this Manual has been prepared for the guidance of <br />those responsible for the maintenance and operation of the Flood Protection <br /> <br />System. In conformance with agreements entered into with the local interest <br /> <br />for the construction of the project, it is essential that maintenance and <br /> <br />operation be provided in strict accordance with this Manual. <br />
