<br />. . <br /> <br />~dZ~ <br />t -^ <br /> <br />CLAYCOMB <br />ENGINEERING <br />ASSOCIA TES,INC. <br /> <br /> <br />1 <br /> <br />. <br /> <br />ANALYSIS OF <br />ROARING FORK RIVER FLOOD PLAIN <br />AS IT AFFECTS THE <br />HYDE PARK PLANNED UNIT DEVELOPMENT <br /> <br />GENERAL <br /> <br />The proposed Hyde Park P.U.D. will be located on a 28.24 acre site <br />located adjacent to the Roaring Fork River as shown on the Vicinity <br />Map, Figure 1. Development plans call for construction of 100 <br />dwelling units on the parcel. <br /> <br />i. <br /> <br />-1- <br /> <br /> <br />Previous submittals to the Town of Basalt have ill.ustrated the fact <br />that a portion of the site is situated in the floodway of the <br />Roaring Fork River and that the remainder of the site is in either <br />a normally defined. flood fringe area or a hydraulically <br />disconnected flood fringe area. <br /> <br />.. <br /> <br />The purpose of this analysis is to determine the flood damage <br />potential to the site in greater detail and develop methods of <br />mitigating or eliminating the damage potential utilizing normally <br />accepted methods of developing flood fringe areas. <br /> <br />PREVIOUS STUDIES <br /> <br />The Flood Plain of the Roaring Fork River in the area of the Hyde <br />Park P.U.D. was defined in the Flood Plain Information Report, <br />Roaring Fork and Frying Pan Rivers, Eagle County Colorado, <br />February, 1978. This report was prepared by Wright McLaughlin <br />Engineers. The area was further covered by the Flood Insurance <br />Study, Town of Basalt, Colorado, September, 1979. This study was <br />completed for the Federal Emergency Management Agency by Gingery <br />Associates, Inc. Elmer Claycomb served as the local Project <br />Manager for the study. Additional analysis was conducted by <br />Ponderosa Engineering, Inc. in 1981, as a part of the Tucker-Hyde <br />Annexation. <br /> <br />Field surveyed cross-sections were obtained as a part of the Wright <br />McLaughlin report. These cross-sections have been the basis for <br />subsequent analysis. The Corps of Engineers HEC-2 computer program <br />for determining water surface profile was utilized by both <br />Wright-McLaughlin and Gingery Associates. The Gingery study <br />refined the Wright-McLaughlin study by including computer analyses <br />to define the floodway portion of the floodplain.
