Because of the exte:~si ve existing development and the rapid rat:e of continuing development, no other economic solutions for the watershed drainaqe and flood control problems will be availablE, if t:his land is lost, Next in order of priority for the drainaqe and flood control im- provements is the construction of th", proposed storage facilities and .the necessary appurtenances..
